Permit rules in New York are set at the municipal level, which means requirements in Kingston can differ from requirements in New Paltz or Poughkeepsie even for the same type of project.
As a general rule, cosmetic work like painting, flooring or fixture swaps on existing connections usually doesn't need a permit. Work that changes structure, adds electrical circuits, or alters plumbing layout typically does.
Decks are a common gray area — many towns require a permit for a new deck over a certain size or height, even though repair or resurfacing of an existing deck usually doesn't.
